Client wants to become data-driven. We strive to make data a shared asset giving all stakeholders a
common view of the company. We provide users with the tools they need to analyse and explore
data, and generate insights that improve customer satisfaction and operational efficiency.
As a D&A Program Manager you are responsible for a multi-year program composed of multiple
projects targeted at improving the Enterprise Data Management practices of the client and related to
the delivery of data & analytics platforms, data assets, data products, and data governance
frameworks and tooling.
Responsibilities
• You define, in collaboration with the involved stakeholders, the program including constraints,
risks,
dependencies, priorities, budgets, success and acceptance criteria
• You build a network to ensure follow-up and implementation of the program is given the necessary
attention
• You develop a short-, medium- and long-term roadmap/vision that fits within the realization of the
business objective
• You communicate progress, agreed scope and adjusted schedule including resources and
competencies in a structured manner on a regular basis
• You manage and monitor risks and issues with the project managers and escalate to management
and stakeholders in a timely manner, if necessary, seek solutions with the project managers and
discusses this with the stakeholders and if necessary, management
• You follow up new change requests and ensure approval during a steering committee taking into
account the relationships between the projects according to delegation of authority before execution
• You ensure coordination between the project managers
• You follow procedures of PMO, including methodology and governance
• You monitor the program budget and coordinate budgeting and amendments
• You create coordinated capacity planning in cooperation with the project managers.
• You create a positive atmosphere within the program and project teams and ensure efficient and
quality delivery of the projects, considering impact on possible other projects of the program
• You resolve conflicts within and between project teams
• You monitor the workload of the teams and communicate progress
• You anticipate capacity needs and problems
• You coach Project Managers within the program, guiding the team to achieve set objectives and
helping Project Managers to evolve.
Conformity Criteria
• You have 5+ years of relevant experience as a Data & Analytics Program Manager within IT
environments with the delivery of medium or large projects in terms of scope, time, budget and
quality.
• You have 20+ years of experience managing data & analytics projects
• You have knowledge of Project Management methodologies, such as PM², PMBOK, PRINCE2 or
AGILE
approaches (SCRUM (Multiple Scrum Teams)).
• You have proven Experience in the following domains: setup of a core Data platform, setup of Data
catalog and Data quality tools, exposure of data through a Data platform, setup of a Data operating
model and governance, implementation of advanced analytics data products.
• You have managed data projects in organizations in the Public Sector, preferably in public
transport.
• You have legal authorisation to work in Belgium.
• For this assignment, client requires the contractor to agree to be present at the client’s office up to
five days per week for the execution of the assignment. The required on-site presence may vary and
will be communicated by the client to the contractor during the course of the assignment.
• You communicate fluently in Dutch, French and English: Dutch or French as a mother tongue or at
least C level, the other language at least B2 level + For English at least B2 level.
Evaluation Criteria
The extent to which the proposal demonstrates the required competencies and complies with the
stated requirements will be taken into account during the evaluation. Proposals that demonstrate
these competencies and requirements more clearly, comprehensively, and convincingly will receive a
higher score.
Where specific experience is requested, a greater amount of demonstrable relevant experience will
result in a higher evaluation score.
• You are able to demonstrate that you are a constructive team player that actively contributes to
the positive image of the customer you are working for.
• You are a clear communicator upstream and downstream, separate core information from details
and define concise messages – you are able to communicate with C-level executives
• You are able to negotiate with different levels in the company, to close discussions to derive
conclusions and to handle conflicts.
• You have experience with the management of GDPR sensitive data in the context of a data
platform.
• You have experience facilitating change regarding data within an organization.
• You have experience in using the Azure data stack
• Must have high analytical abilities with an eye for details without missing the total picture.
• Experience in RFP, preferably within the Public Sector, will also be considered as an asset.
